Become a Founding Participant
The McKinley Consortium is being formed to align the institutions, companies, researchers, and capital partners required to build permanent non-terrestrial capability. We are now accepting expressions of interest from prospective founding members.
Six Classes of Participation
The Consortium's membership structure is designed to accommodate the full range of public, private, research, and civil institutions whose participation is needed to build permanent non-terrestrial civilization.
Founding Public Members
Who It Is For
National, state, provincial, regional, and municipal public entities that wish to participate in the formation and direction of the Consortium.
Why It Matters
Public participation establishes the legal legitimacy, regulatory alignment, and mission credibility that a long-horizon public-private initiative requires. Governments bring the institutional authority, public-interest mandate, and cross-border coordination capabilities that no private actor can replicate.
What Participation Involves
Founding public members hold seats on the Governing Council, participate in standard-setting bodies, contribute to policy and regulatory frameworks, and may designate technical representatives to program offices and working groups.
Example Contribution Types
- Regulatory and legal coordination support
- Public funding or appropriation pathways
- Agency technical expertise and workforce
- Policy advocacy for enabling legal frameworks
- Sovereign legitimacy and diplomatic engagement
Why Founding Participation Matters
Shape Founding Direction
Founding participants will have direct influence over the Charter implementation, program architecture, standards frameworks, and governance structures that will define this initiative for decades.
Standards Participation
The technical standards developed by this Consortium will shape the design requirements for non-terrestrial infrastructure globally. Participating early means contributing to — rather than complying with — those standards.
Partnership Access
Founding members will have preferred access to commercial partnerships, program collaboration opportunities, and the cross-sector relationships that emerge from participation in a major coordinated initiative.
Mission Contribution
The challenge of permanent non-terrestrial civilization is among the most significant undertakings in human history. Founding participation is a meaningful contribution to that project.
Institutional Credibility
Association with a serious, well-governed, multi-sector initiative of this scope carries institutional credibility with governments, capital markets, research communities, and the public.
Long-Horizon Value
The relationships, knowledge, standards, and program positions established at founding will compound in value as the initiative advances through its development phases toward operational capability.
Participation Models
Participation in the Consortium can take a range of forms depending on organizational type, capability, and strategic intent. The following models represent the primary pathways for engagement.
Capital Commitments
Direct financial commitments to Consortium operations, program offices, or specific initiative phases.
Program Sponsorship
Dedicated sponsorship of specific program areas, technical working groups, or demonstration initiatives.
Technical Working Groups
Designation of expert personnel to participate in standards development, architecture review, and technical advisory functions.
Research Collaboration
Formal research collaboration agreements covering defined scope, intellectual property frameworks, and publication arrangements.
Standards Participation
Participation in standards development bodies, contributing technical expertise and institutional positions to key standards outcomes.
Infrastructure Partnership
Commercial partnership positions for organizations contributing infrastructure components, services, or operational capabilities to Consortium programs.
Public-Sector Enabling
Regulatory facilitation, legal framework development, public funding coordination, and international partnership engagement for public-sector members.
Express Interest in Founding Participation
