Environment Classification
All MSSC-administered environments are classified by functional type, utility intensity, safety zone designation, and occupancy category. Classification governs which service packages are available, what utility access levels apply, what safety and operational requirements apply to occupants, and how the environment is maintained and inspected.
Utility Assurance Standards
MSSC defines quantitative utility assurance standards for each service tier covering atmosphere composition and pressure, water quality, power availability, thermal range, communications availability, and waste handling capacity. These standards define the service-level baselines that MSSC is committed to maintaining and the response obligations that apply when deviations occur.
Tenant Onboarding Requirements
All incoming tenants and residents must complete MSSC onboarding before taking occupancy. Requirements include safety orientation, emergency procedure acknowledgment, utility access training, access credential issuance, conduct standard acknowledgment, and — for commercial and industrial tenants — operations plan review and compliance clearance.
Operational Readiness Checks
Before any environment is handed over to a new occupant, MSSC conducts a structured operational readiness check confirming that all utility systems are active and within specification, all access systems are functional, all safety systems are operational, fit-out work is complete to agreed standards, and the environment is clean and in ready-state.
Access and Conduct Rules
MSSC occupancy is governed by defined conduct rules covering noise, activity restrictions by zone, hazardous material handling, equipment restrictions, structural modification prohibitions, guest management, and behavioral standards appropriate to a permanent multi-occupant orbital community. Conduct rules are part of all occupancy agreements and apply equally to residents, commercial tenants, and institutional occupants.
Maintenance and Service Obligations
Occupants have defined obligations for maintaining their environments between scheduled MSSC maintenance visits, reporting defects and damage promptly, not modifying utility or safety systems without authorization, and cooperating with MSSC maintenance and inspection access requirements. MSSC maintenance obligations are defined by service tier and response time standard.
Emergency Preparedness Alignment
All MSSC occupants are required to be current on emergency procedures, maintain readiness for shelter-in-place, evacuation, and damage control scenarios, cooperate with MSOC incident management authority during station emergencies, and complete refresher training at defined intervals. MSSC coordinates emergency preparedness requirements with MSOC readiness standards.
