Core Oversight Authority
Continuous Monitoring
Systematic review of operator reporting, telemetry submissions, incident notifications, and audit findings to maintain situational awareness of compliance status across all authorized operators.
Audit & Inspection Authority
The IEA Oversight Secretariat is authorized to initiate audits, request documentation, and conduct inspections of operations, facilities, and records to verify compliance with applicable standards and license conditions.
Safety Investigation
Mandatory investigation authority for incidents involving loss of life, significant structural events, life support failures, or major proximity operations hazards. Findings are published to the IEA record.
Dispute Resolution
Structured adjudicative pathways for disputes between operators, between operators and the IEA, and for individuals asserting procedural rights violations arising from authorized operational conduct.
When Oversight Reviews Are Initiated

Sanction Levels
Formal written notification of a compliance concern requiring operator acknowledgement and remediation plan submission within 30 days.
Binding instruction requiring specific operational or technical remediation within a defined timeframe, subject to verification.
License remains active but subject to enhanced reporting, restricted operational scope, or mandatory third-party auditing until remediation is verified.
Temporary suspension of authorization pending resolution of a serious compliance failure or safety investigation finding.
Permanent withdrawal of IEA authorization following substantiated findings of willful non-compliance, material misrepresentation, or irremediated safety violations.
Adjudication Process
Formal Submission
A party files a formal dispute notice with the IEA Secretariat, identifying the subject matter, parties, applicable framework provisions, and requested relief.
Preliminary Review
The Secretariat confirms standing, subject matter jurisdiction, and completeness of submission within 15 working days.
Mediation Phase
Parties are offered a structured mediation process. Resolution at mediation is binding upon acceptance.
Panel Referral
If mediation does not resolve the dispute, the matter is referred to a standing Adjudication Panel comprising independent members.
Panel Determination
The Panel issues a written determination with findings of fact, applicable framework analysis, and dispositive relief. Determinations are published to the IEA public record.
Appeal
A party may appeal a Panel Determination on grounds of procedural error or material misapplication of the applicable framework, within 45 days of issuance.
