Command Leadership
MSOC is led by a Commanding Officer with full station-level operational authority during declared emergencies. The Deputy CO maintains continuity of command and leads MSOC during planned command officer absences. Command leadership is responsible for MSOC readiness posture, organizational development, and relationship management with McKinley Consortium governance and partner entities.
Watch Operations
Continuous watch coverage is provided by qualified Watch Officers supported by Assistant Watch Officers on each shift. The Watch Officer has real-time decision authority over routine operational matters, traffic and logistics coordination decisions, and initial incident classification. Watch Officers escalate to Command Leadership for declared incidents above a defined threshold.
Systems Coordination Teams
Dedicated systems coordination officers maintain awareness of and coordination responsibility for specific station system domains: life-support, power and thermal, water and recovery, and communications. Systems coordination officers serve as the watch floor subject matter experts for their assigned domains and lead technical coordination during anomalies affecting their systems.
Logistics Control Teams
The logistics control team manages traffic, docking, cargo routing, and visiting vehicle coordination as a continuous watch function. Logistics control officers maintain the station traffic picture, manage docking window scheduling, and coordinate with external vehicle operators and internal cargo handling teams.
Readiness & Response Cells
Readiness officers monitor station readiness posture on an ongoing basis and coordinate contingency plan currency, exercise scheduling, and readiness metric tracking. During declared incidents, readiness officers transition to incident support roles within the active incident coordination cell, providing command support, documentation, and cross-functional coordination.
Relationship to McKinley Governance
MSOC operates within the authority framework established by the McKinley Consortium and is accountable to Consortium governance for its operational conduct and performance. The MSOC Commanding Officer participates in defined Consortium governance processes and provides regular operational readiness reports. MSOC coordinates closely with MSSC and other Federation entities through defined interface agreements.
