Ground Control Operations

The ground-based operations center responsible for telemetry, commanding, flight dynamics, communications relay management, and contingency control authority for McKinley Station.

Ground Control operates on a continuous 24/7 basis with staffed watch positions providing unbroken situational awareness, uplink authority, and ground network operations across all mission phases.

Core Functions

Orbital State Monitoring

Real-time tracking of McKinley Station orbital parameters including altitude, inclination, RAAN, argument of perigee, and eccentricity. Ground Control maintains continuous situational awareness of station position, velocity, and predicted ground track, coordinating with MSOC Watch on any orbital anomalies or debris avoidance requirements.

Telemetry Acquisition & Processing

Ground Control operates primary and redundant telemetry downlink stations to receive continuous health and status data from McKinley Station subsystems. Telemetry streams are processed in real time, archived, and made available to MSOC systems operators, engineering teams, and authorized external partners via secure data interfaces.

Command Uplink Authority

All commanding to McKinley Station systems from the ground passes through Ground Control uplink circuits under strict command authorization protocols. Command sequences are validated, logged, and confirmed prior to uplink. Safing commands and emergency authority uplinks are maintained under dual-key authorization procedures.

Communications Relay Management

Ground Control manages the network of ground relay stations and TDRS-compatible relay assets that provide continuous or near-continuous communications coverage for McKinley Station. Coverage gaps are planned and communicated to MSOC and station crew. Relay asset health, link margin, and frequency coordination are managed as continuous ground functions.

Flight Dynamics Support

The flight dynamics team within Ground Control maintains orbit determination solutions, provides maneuver planning support for station-keeping and reboost operations, and coordinates with the MSOC orbital systems team for crew-directed maneuver execution. Delta-V budgets, propellant accounting, and trajectory safety assessments are maintained as live products.

Ground Station Network Operations

Ground Control oversees the distributed ground station network including primary, backup, and polar-coverage sites. Network operations include antenna scheduling, frequency coordination, site readiness management, link performance monitoring, and recovery coordination following ground station anomalies or weather impacts.

Contingency Control Authority

In contingency scenarios where onboard command authority is unavailable or degraded, Ground Control holds pre-delegated authority to uplink safing sequences, safe-mode transitions, and critical system commands. Contingency control procedures are exercised regularly and reviewed following any scenario that approaches the threshold for ground authority invocation.

International Coordination

Ground Control coordinates with international partner ground networks, space agencies, and civil aviation authorities on frequency clearances, orbital conjunction notifications, emergency support agreements, and data-sharing protocols. International coordination is maintained as a standing function alongside day-to-day operations.

Command Interface

Ground-to-Station Command Authority

Ground Control operates in continuous coordination with the onboard MSOC watch team. During normal operations, command authority resides with the onboard Flight Engineer and Watch Officer. Ground Control provides support, monitoring, and uplink services.

In contingency scenarios — loss of crew authority, onboard systems degradation, or declared ground-authority events — Ground Control can invoke its pre-delegated command authority under standing protocols approved by MSOC Command Leadership. All contingency authority invocations are logged, reported, and reviewed.
