Ground Facility Security
Physical security, access control, personnel screening, and operational security protocols for McKinley Station ground control centers, launch support facilities, and associated operational infrastructure.
The security of McKinley Station's ground infrastructure is inseparable from the security of the station itself. A compromise of ground control systems, command uplink circuits, or launch coordination infrastructure is a direct threat to on-orbit operations. MSOC Ground Security is structured accordingly.
Personnel Clearance Classes
Ground Operations Clearance — Level 1
Administrative and coordination facilities. Standard background investigation.
Ground Operations Clearance — Level 2
Launch support and traveler processing. Enhanced background investigation plus periodic renewal.
Ground Operations Clearance — Level 3
Ground control centers and command authority systems. Full investigation, polygraph examination, and annual re-adjudication.
Temporary Access Authorization
Short-duration escorted access for contractors, maintenance personnel, and authorized visitors. Duration-limited and scope-restricted.
Facility Security Classifications
Primary Ground Control Center (GCC)
Restricted — Category IThe Primary GCC houses the main ground control watch floor, flight dynamics teams, network operations, and command authority systems. Category I classification requires active-duty clearance plus biometric verification at two access control points. The GCC maintains a sterile zone around all uplink and command terminals. No personal electronic devices permitted in the sterile zone. Visitor access to non-operational areas requires written MSOC Command authorization.
Backup Ground Control Center (BGCC)
Restricted — Category IThe Backup GCC is maintained in a continuously warm-standby configuration. Access controls mirror the Primary GCC. The BGCC facility location is not publicly disclosed. Transfers between primary and backup facilities are coordinated under continuity protocols and are not announced outside MSOC Command and ground operations staff.
Launch Support Facility (LSF)
Restricted — Category IIThe LSF encompasses launch coordination spaces, vehicle integration support areas, cargo processing and inspection facilities, and crew pre-departure processing. Category II classification requires mission-specific clearance for all personnel. Vehicle operator personnel are limited to designated coordination areas. Propellant handling and cargo inspection areas are sterile zones with enhanced monitoring.
Traveler Processing Center (TPC)
Controlled AccessThe TPC is where travelers complete final biometric enrollment, credential collection, medical verification checks, and pre-departure safety briefings. Access for travelers is managed by appointment through MSOC Traveler Clearance. Escorted visitor access is permitted for credentialing support personnel. The TPC maintains a secure records room under Category I access controls.
Communications & Relay Network Operations
Restricted — Category IGround station antenna sites and relay network operations centers are operated under Category I security protocols. Site access requires current ground station personnel clearance. Physical perimeter security is maintained with monitored fencing, motion detection, and continuous CCTV coverage. Any unauthorized approach to antenna sites triggers an immediate security response.
Administrative & Coordination Offices
Controlled AccessAdministrative offices supporting MSOC ground operations are designated Controlled Access. Entry requires visitor registration, government-issued photo identification, and escort by an authorized MSOC staff member. Conference facilities used for sensitive coordination meetings are swept and verified before use. Sensitive discussions are not to take place in unverified spaces.
Universal Screening Requirements
The following requirements apply to all personnel, contractors, and authorized visitors at all MSOC ground facilities regardless of clearance level.
Personnel Identification
All personnel entering any MSOC ground facility must present current government-issued photo identification at each visit. MSOC ground personnel hold biometric-linked facility access cards. Identification is verified electronically at all controlled access points.
Vehicle & Cargo Screening
All vehicles entering MSOC facility perimeters are subject to vehicle inspection including undercarriage scan, cargo inspection, and occupant verification. Vehicles not pre-cleared through MSOC Transport Coordination are not admitted. Cargo deliveries require advance manifest submission and are inspected by MSOC Security staff.
Electronic Device Policy
Personal electronic devices including mobile phones, tablets, and computing devices are prohibited in sterile zones within Category I and II facilities. Devices may be held in secure storage at facility entry points. Approved devices with managed firmware may be authorized for specific operational areas by MSOC Security in writing.
Visitor Management
All non-staff visitors must be pre-registered with MSOC Security a minimum of 48 hours in advance. Visitors receive a time-limited visitor credential and must be escorted by a designated MSOC staff member at all times. Visitor activities are logged. Unescorted visitors found in any controlled or restricted area are treated as a security incident.
Photography & Recording
Photography, audio recording, and video recording are prohibited within all MSOC ground facilities without prior written authorization from MSOC Security. Unauthorized recording devices discovered on facility premises will be confiscated and reviewed. Authorized media visits are coordinated through McKinley Consortium Communications.
Threat Reporting
All personnel with access to MSOC ground facilities are required to report any observed suspicious activity, unattended items, access anomalies, or personnel behavior inconsistent with authorized activities to MSOC Security immediately. A 24-hour security reporting line is maintained for all MSOC ground facilities.

On-orbit security protocols, zone access control, surveillance, cyber-physical security, and emergency response authority for McKinley Station itself.
